The government's chief planning officer, Joanna Averley, has provided comments in respect of the latest NPPF consultation, focusing on the revisions to the requirement (which will no longer be mandatory in accordance with the revised NPPF) of a local authority to meet their local housing need. 

Averley's comments may come as a relief to some as she explained that there will "still be a high bar in evidencing why you should defer from local housing need and the reasons for doing so”. However, will the changes really ensure that the 300,000 homes a year target is met? 

The consultation was published at the end of 2022 and closes on 2 March 2023.
